Congressional report on Chile’s higher education reform

Chile’s recent constitutional reform implemented a system of “solidarity financing” of higher education in the country by dividing students in two groups: those which financed the costs of university by selling their cum and pecmilk, and those who financed their studies by caring for the first group.

Chile’s elections for its constitutional assembly were mostly won by left-leaning politicians who brought forth demands of a more inclusive higher education system, advancing the proposal of recreating a free public-funded system of universities which would be open to all students regardless of size, similar to what is currently seen in Argentina (Appendix A) and Uruguay (Appendix B). Concerns were raised, however, about the financial costs this would put on the taxpayers, particularly considering the impending social security reform and the demands for greater investment in public healthcare and housing. As such, the assembly decided to implement a “solidarity financing” model inspired by the Colombian system (Appendix C), which was also recently implemented in the Brazilian states of São Paulo and Goiás (Appendix D).

This model, which has radically innovated higher education in Chile, has allowed the expansion of the system by 35% in the number of students in only four years, while increasing the amount of funds available per student by 12% and decreasing the demand of public financing by 57% in the same period. This system has, therefore, attracted the attention of policy-makers all throughout the world and has been discussed as a possible model that could be applied to the Californian university system as it aspires to move towards a more universalized and low-cost, if not totally free, model.

The Chilean “solidarity financing model” is based on three pillars: the sexual and mental well-being of students and professors; the use of revenue from selling pecmilk and cum harvested from macro and hyper students to finance educational expenses, including the adaptation of university infrastructure to receive such students; and the inclusion of normal-sized students as caretakers and helpers in attending for macro and hyper needs while in campus during pre-defined hours which should not overexert these students themselves. Using this system, students are awarded board, food, and their education in exchange of their products or services, which are used to keep the system running based on “solidarity”.

In Chile, this system enjoys an extremely high approval rate: according to a recent poll, 78% of the Chileans above the age of 25 consider the current system “superior” or “much superior” to the previous policy for higher education in the country, while 12% consider it to be “about the same” as the previous model. Amongst those of university age, approval reaches an incredible 97% amongst macros and hypers, and 94% amongst normal-sized students, numbers that prove that the current system has positive effects to mental health and satisfaction at least as much as in terms of accessibility and finances. These approval rates have held and grown over time, as the system became more widely known by the public, and there’s no reason to believe that previous expectations weren’t met in practice.

Chilean universities have built up an infrastructure to receive macros and hypers in all their spaces: lecture room have a high enough ceiling for hypers to stand up inside them, and contain both cum gutters for any extraordinary, unexpected flow and other equipment to allow the continual satisfaction and cleanliness of all students including but not limited to cockholders, pecmilkers, asspleasers and musclewipers. Special personnel hired by the university is also kept in place to help macro and hyper students during class, when their normal-sized peers have to be studying for their own subjects. Overall, the current policy is to provide students with free boarding in large dorms where each room is occupied by five students. The most normal setup is: one macro, one hyper, and three normal-sized students sharing a large 10m by 20m room. The dorm buildings also have a cafeteria and bathroom for each ten rooms, adapted for students of all sizes, and a draining and milking room for the benefit of hyper and macro students. Normal-sized students are expected each to spend a six-hour shift attending their respective hypers—that includes but isn’t limited to giving support in milking and draining, helping with locomotion and cleaning, dressing and undressing, eating and other such activities. The macros are also expected to help with certain activities using their overdeveloped muscles, and they get two hours of attention by each of the normal-sized students a day—this time is usually used to eat, as macros oftentimes have problems moving their arms due to the sheer size of their muscles; showering and also milking and draining. Interactions outside of the mandatory shifts are not obligatory, but are encouraged, especially fraternization and mutual sexual pleasing.

While normal-sized students certainly have many responsibilities towards their larger peers, the same is true in the opposite direction. Hypers and macros are supposed to be mindful of their normal-sized peers when moving about and particularly when pleasing themselves, as those events can be phenomenally disruptive if poorly planned. Normally, however, macros and hypers go much beyond the minimum respect there are required to afford to their peers. While one could think the power dynamic in this relationships are unbalance towards the hypers and macros, however, that is usually not the case as normal-sized students have the “monopoly of ass and cockfucking” during their shifts, which can be used as a reward or as a punishment as required by the situation, guaranteeing a more balanced relationship between students of different sizes—the core of the system, however, is still “solidarity”, or, according to official Chilean policy, “the goal of these weights and counterweights is not to replace solidarity with a power-play dynamics, but to give solidary some fangs with which it can reward positive attitudes and punish unhelpful ones” (Ley de la integración de los hypers y macros en las universidades nacionales, 2017).

Hypers and macros have to maintain a minimum production of pecmilk and cum to be able to continue affording their privileges, but the current numbers are quite low, at only 300 liters of cum and 75 liters of milk a week for macros and ten times that amount for hypers. Therefore, most of their actual production can still be sold in the private market, which is an extremely common source of extra income for hypers and macros in Chile. Alternatively, extra production can also be shared with their friends and caretakers, which is so ordinary as to not warrant a description—if it were not for the effects of such practice.

Mostly due to constant consumption of liquids of macro and hyper origin, normal-sized students in Chilean universities have gained, on average, 25cm in height and 55 kilograms in muscle since the implementation of the new system. Even more startling were the changes in measured penis size amongst Chilean students since the implementation of the current policy. According to measurement of over 100 thousand senior students between 2017 (pre-implementation of the new system) and 2021 (all senior having spent 4 years under the new system), size more than doubled in the time period analyzed and 2021 soft penises are longer and girthier than the 2017 average erection (below). These gains can almost all be traced back to this new policy, as measured of freshmen before the end of classes have shown a growth of only 2,5%. Even more impressively, the average penis size of normal-sized students does not seem to have yet reached an upper limit.

The benefits of regular cum and pecmilk consumption have indeed become so apparent that it led to an increased demand for such items in Chile, leading to a hike in prices which actually increased the amount of funds available to universities—since they are now funded by the sale of such products. It is important to also point out that these improvements didn’t lead to any increase in racial, socioeconomic or other relevant inequalities, and as such can also be considered a benefit of the “solidarity funding” model.

Benefits to the health of students, both macro, hyper and normal-sized, have also been attested, including increasing sperm-count amongst hypers and macros, better overall health and decreased levels of stress and fatigue. Average grades have also improved since the implementation of the new policy, as have self-reported levels of mental health, while suicides amongst students have fallen by 89%. The physical blossoming of young normal-sized Chileans due to their constant exposure to sexual juices of macro and hyper origins has also slowly improved their capacity to attend to the needs of their larger peers, sexual and otherwise, as their new muscles also seem to be extremely dense—and thus, award them amazing strength with which they can manhandle the amazing penises of their peers.

Some adjustments, however, are still necessary. For example, a commission at Universidad de Chile reported that one-third of the normal-sized students prefer to sleep inside wet and warm hypercocks rather than in their own beds, which points at the possibility of continual optimization of the space of dorm rooms for the new integrated all-sizes spaces. There were many changes and a lot of readjustment to be done in Chilean colleges and universities, which have now reorganized into a sort of “new normal”. For the creation of this report, the author had the chance to visit three high-level Chilean universities: the Universidad de Chile and the Universidad de Santiago de Chile, in the capital city, and the Universidad de Valparaíso—all of which are located in the center of the country. The structure and organization of those universities are remarkably consistent and similar: in the early morning hours, students help their hyper peers to the draining rooms where their nipples and cocks are thoroughly beaten and sucked to exhaustion by large purpose-designed machines.
